LEAGUE RULES 2009
GENERAL RULES
1. League to be known as The Harlow Club Darts League.
2. The teams present from the previous season will be invited to reconstitute the League in the coming season at the Annual General Meeting (AGM). Those members will then decide what number of teams will constitute the League for the coming season, and new team membership applications will then be considered if any vacancies occur. New team applicants shall not be allowed to vote until they have been accepted to the League.
3. No player will be allowed to sign or play for any other Thursday night winter league. If a player is found to have signed on for any other League he will be expelled by the committee.
4. Entrance fees for League and Knock-Out competitions and late signings to be fixed before the start of the season at the AGM. League currently £40 Inc entry to Team K/O, KO's are £1 per person per event (nothing for reserves), Late signings £2.
5. Teams constituting the League may have male & female players.
6. Any team wishing to sign on additional players after the first match of the season has been played must submit the players' name address and signature to the Fixture Secretary first, and pay a registration fee decided at the AGM. No additional players will be allowed to join the League after the first game of the second half of the season has been played.
7. All complaints and protests to be forwarded to the League Committee at the start of the next meeting.
8. Any club found to be playing ineligible Players shall forfeit their position in the League (rule 29/30 will then apply).
9. Players may not transfer between teams during the season. Also they cannot transfer from a withdrawn team while that team owes money or trophies to the league. This applies to new seasons as well.
10. League meetings will be held monthly on a date decided by the committee. These meetings will consist of the Committee and elected members of each team. Only one member per team is entitled to vote.
11. Any team NOT represented at the League meetings will be fined £5.00 per meeting missed
12. Age limit - all clubs to abide by the rules of the club they are visiting (rule 32). Harlow War Memorial has a "no under 18 years of age" rule. Other clubs MUST notify secretaries if they have any similar rules to this.
13. Certificates shall be awarded to players who score 180. This shall also apply to those scoring 3x Treble 19.
14. Each team will buy at least 10 tickets to the end of season do. They must also donate a raffle prize (per team) with at least £10 value.
MATCH PLAY RULES
15. League matches to be played on a Thursday night unless otherwise authorized by the League Committee.
16. League matches to be played consist of:
• Two teams of four different players from each side, games to be 801 up
• Four games of two different players from each side, games to be 601 up
• Eight games of one player from each side, games to be 501 up
All games to be one leg and a straight start
17. A team in the League will have a minimum of ten players registered
18. League / team KO matches are due to start at 8:30 pm. If a full team is not present at this time, a later time will be acceptable as long as both Captains are in agreement. Minimum number of players to be five. The game MUST be played with a minimum of five players. A full team will consist of eight players or more.
19. Captains must advise each other about players possibly turning up late. Late players must sign the card before the captain includes them in the section they want to play in. i.e. Sign card before pairs are written up to play in the pairs.
20. The home team shall be responsible for ensuring "open board" facilities are available not later than 8:00 pm.
21. The home team shall be responsible for supplying caller and marker. The caller shall be the only person allowed to inform the thrower what is left or what total he scored. This information shall only be given at the throwers request. The caller may not tell the thrower how to get the total left.
22. In League games only, away teams to throw first in the first match, home team to throw first in the second game etc (alternate first throws).
23. Team Captains to write team names on a piece of paper. To be checked by the opposing captain if he wishes.
24. The use of electronic scoreboards for any match connected with the League is not allowed.
25. All matches to be played on first class match boards. Home team to be responsible for boards. Both Captains agree that the board and oche are up to standard before nights play begins.
26. Minimum throwing distance to be 7' 9¼" from the front of the board, and the centre of the bullseye must be 5' 8" up from the floor. A raised oche is required.BDO rules state 38mm. high and 610mm long, (1.5ins. high and 24ins long).
27. The strictest order should be kept during play, and strict order should apply when the player is taking up his position for play.
28. Any cancelled games require 48 hrs notice. Any games not played on date due must be rearranged and played at the first available date. If necessary, a day other than Thursday is to be used. Must be played before the end of the season. Failing this the match will be forfeit (with a score to be decided by the committee) and a possible fine of £10 (to cover cost of sandwiches).
29. In the event of a team withdrawing from the League before completing the first half of the season, all points played for will be deducted. If a team withdraws from the League in the second half of the season, only the points played for in the first half of the season will count.
30. If a team withdraws from the League then all honours achieved during the season will be forfeit (highest finish, 180's etc). As well as any entry monies etc.
31. Should two or more teams tie at the end of the season, the team with the lowest number of defeats is to be declared the winner. Should there still be a tie; the results of the matches between the 2 teams will be used to decide the winner. If there is still a tie then a play-off using the Team KO rules will be used to decide the winner.
32. Visiting team to respect rules of host club, and to abide by them.
RESULT CARDS
33. The home team shall be responsible for ensuring the Fixtures Secretary receives a correct result card no later than the Monday following the date of the match. Results may be phoned or emailed in by the Monday if the card is going to be late. This will be accepted as long as the card is eventually received by the Results Secretary later that week. If neither card nor phone call nor email is received by Monday night then rule 37 shall be strictly enforced.
34. All players must print and sign their names on results cards before their game starts.
35. An authorized representative of each team must sign the result card after the match.
36. A copy of the teams registration form must be held by the team captains to be produced on request of the opposing Captain at League matches and KO competitions.
37. Late or incorrect cards shall be subject to a fine of £5.00.
KNOCK OUT COMPETITION RULES
38. Any team holding trophies that belong to the League is held responsible for their well-being and upkeep. Any loss or damage must be paid by the team responsible, at cost at time of loss or damage.
39. No team shall be entitled to keep a trophy, no matter how many times they win it.
40. All KO's with exception of the Team KO will be held at the end of the League season.
41. The Team Knockout games cannot be cancelled. If your team cannot raise 5 players then you will forfeit the match.
42. Any registered player may enter competitions sponsored by the League as long as that player has signed at least eight result cards before the start of the competition. Any player found to have signed less than eight cards will be unable to compete in any of the League competitions for the rest of the season. This rule does not cover the first round of the Team KO.
43. Only pre-registered players may play in the knockouts.
44. Reserves can only play if the original players are not present or become injured during the night. The team can only be changed once.
45. Each player in person must sign on before 8.15pm (no exceptions). This means that your team mates cannot do this for you.
46. All Finals except the Team KO will be played on Finals night. Where possible. However if you are not able to play on finals night then you should not enter.
47. Losers of matches will chalk the next game.
48. Any loser not chalking the next game may incur a ban from all KO's in the following season's competitions.
49. The Team of any loser not chalking the next game will be fined £5.
50. In all KO matches all semi-finals will be best of three legs and finals will be best of five legs.
51. There shall be 1 draw at the beginning of the night.
52. Play will be decided by the toss of a coin for the 1st and 3rd/5th legs.
53. The Knockouts shall consist of singles, pairs, mixed pairs, charity pairs, fours, and team.
SECRETARY'S & CAPTAINS KO COMPETITION
54. The Captains KO competitions will be open to those persons elected as Captain by their respective teams (or vice captain if he is unavailable, although he must have captained a match during the season)
55. The Secretary's KO competitions will be open to those persons elected as Secretary by their respective teams (or persons who have attended at least 6 meetings during the current season). The Committee is deemed to be Secretaries.
56. The format of the Captains / Secretary's pairs KO will be 601, straight in, double finish, best of three games. The final will be the best of five games.
57. The format of the Captains/Secretary's singles KO will be 501, straight in, double finish, best of three games. The final will be best of five games.
COMMITTEE
58. The Committee will be made up of a Chairman, Secretary, Treasurer, and Fixtures Secretary, who must be members of a current League team.
59. The Committee will be elected at the AGM from those persons who are members of current teams.
60. Should any team withdraw from the League then if their representative is an elected Committee member then they will forfeit their position on the Committee. A replacement shall be elected.
61. Any breach of the rules shall be subject to disciplinary action by the Committee.
62. The League Committee shall be allowed to override rules where unforeseen circumstances, where strict adhesion to the rules could be considered to be detriment of the majority of team members.
63. The Committee reserves the right to refuse to accept new players. No reason is required to be given.
64. All rule changes shall be brought to the notice of the Committee in writing at least one week prior to the AGM and will be discussed and voted on at the meeting only. A majority in favour passes the rule change request.
MATCH ETIQUETTE
65. Markers and Callers Must refrain from drinking during the games.
66. Markers should score through scores and totals when the total left is 200 or less, so as to avoid confusion between what has been scored and what total is left.
67. Home teams are expected to supply sandwiches etc at League matches. Any team guilty of not supplying sandwiches etc to be fined £10.00 per occasion
